We are honored by your trust and excited to get to work.
Our foremost responsibility is to support the duly elected Democratic Committee Members who serve as the grassroots foundation of our Party. These neighborhood leaders are the direct connection between the Democratic Party and the residents they represent, and our administration is committed to ensuring they have the resources, communication, and support necessary to strengthen their work in every corner of our city.
We look forward to partnering with each Ward leadership team to build a stronger, more unified Democratic organization one that is engaged year-round, listens to our communities, develops future leaders, and invests in voter outreach and civic participation. Together, we will work to elect qualified Democratic candidates at every level of government while defending the democratic values that unite us.
The City of Pittsburgh has long played a vital role in shaping the future of our Commonwealth, and our Committee is committed to honoring that legacy through collaboration, transparency, and service. Message From Leadership Team
Daylon also serves as Chair of the 18th Ward Democratic Committee and has spent years organizing, advocating, and building coalitions throughout Pittsburgh. In addition to his ward leadership role, he serves as Vice-Chair of the Black Political Empowerment Project (B-PEP), Vice-Chair of Pittsburgh Pride, and as a Board Member of the City of Pittsburgh Citizens Police Review Board. He previously served as President of the Pittsburgh Branch of the NAACP, where he worked to advance civil rights, voter engagement, and community empowerment. Through each of these leadership positions, he has remained committed to strengthening neighborhoods, increasing civic participation, and building a Democratic Party that is active, inclusive, and responsive to the communities it serves.

Theresa Nightingale
VICE - CHAIR
Brings more than fifteen years of experience as a community organizer, customer service manager, and legal assistant. A mother, double cancer survivor, and longtime Greenfield resident, she currently serves as Vice-Chair of the 15th Ward Democratic Committee and as a Board Member of the Greenfield Community Association. Her advocacy and coalition-building efforts have helped advance meaningful legislation and community initiatives that protect vulnerable residents and strengthen working families.
Ryan Herbinko
SECRETARY
Currently serves as Chairman of the 31st Ward Democratic Committee. He is also serving his third term as an elected PA State Democratic Committee Member in the 43rd Senatorial District. Professionally, Ryan serves as Chief Legal Counsel for the Allegheny County Controller's Office and maintains a private law practice.
leeretta Payne
TREASURER
is an entrepreneur, community leader, and Owner of Hill District Public Notary, LLC, with a longstanding commitment to public service and neighborhood development. She brings extensive experience in organizational leadership, financial stewardship, and civic engagement through her work with the Hill District Consensus Group, the 3rd Ward Democratic Committee, the NAACP, and other community organizations. As Treasurer, she is committed to ensuring the responsible management of the City Committee's finances while supporting its mission to strengthen Democratic engagement throughout Pittsburgh.
